Proposed Special Condition for CS-VLA, Increase in permissible maximum take-off weight to 800 kg
The Certification Review Item (CRI) attached covers a Special Condition which proposes an increase in maximum take-off weight of a VLA from 750 kg to 800 kg with the appropriate compensating factors. This CRI is specific to the Diamond DA20 and DV20 aircraft, but if accepted could also apply to other VLA type aircraft. The DA20 has been approved by Transport Canada to this higher weight and a copy of this exemption is attached for information. This proposal is reflected in ongoing Rulemaking tasks VLA.005 which proposes an increase to 890 kg, but an increase to 800 kg only is proposed in this case.

Proposed Special Condition for CS-VLA, Installation of a Ballistic Recovery System (BRS)
This special condition is intended being issued to become part of the type certification basis of airplanes certified against CS-VLA when having a Ballistic Recovery Systems installed.
At the time being special conditions as airworthiness requirements exist only for Part 23 aircraft types as well as for Ultra Light aircraft (UL). For VLAs this is the first time that an applicant applied for this design feature. The comparison of both of these existing set of requirements proved that the more stringent requirements for Part 23 aircraft are appropriate for VLA after necessary adoption.
It is important to know that the installation and use of a BRS is not intended to compensate any other airworthiness requirements of CS-VLA.

Proposed Special Condition for CS-VLA on Water Load Condition
The given Special Condition is intended to be issued because CS-VLA does not clearly define the water load conditions to be considered for an amphibian aeroplane.
