2013
2013-2016 Rulemaking Programme 04/09/2012
The 4-year Rulemaking Programme 2013-2016 lists the tasks to be completed in 2013 and the advance planning for 2014-2016. The programme was officially adopted by the ED Decision 2012/013/R of 04 September 2012 and supersedes earlier published RMP programmes.
The Rulemaking Programme is built on the principle that the planning of the first year is a commitment and the planning for the following years might be subject to changes depending on changing priorities and availability of resources. Following this principle, the present 4-year Rulemaking Programme 2013-2016 commits the Agency to the rulemaking tasks planned for finalisation in 2013. The planning for the following years (2014-2016) is indicative and may be revised during the next planning cycle.

2012-2015 Rulemaking Programme 05/09/2011
The 4-year Rulemaking Programme 2012-2015 lists the tasks to be completed in 2012, the advance planning for 2013-2015 and the inventory task list. The programme was officially adopted by the
ED Decision 2011/007/R of 05 September 2011 and supersedes earlier published RMP programmes.
The Rulemaking Programme is built on the principle that the planning of the first year is a commitment and the planning for the following years might be subject to changes depending on changing priorities and availability of resources. Following this principle, the present 4-year Rulemaking Programme 2012-2015 commits the Agency to the rulemaking tasks planned for finalisation in 2012. The planning for the following years (2013-2015) is indicative and may be revised during the next planning cycle.

How to make a rulemaking proposal
According to Article 3(3) of the Rulemaking Procedure adopted by Agency's Management Board any person or organisation may propose the development of a new rule or an amendment thereto. In order to be considered in the development of the next Rulemaking Programme/s the proposals should be submitted to the Agency not later than 30 September at RWPD .at. easa .point. europa .point. eu using the Rulemaking Proposal Form. The Rulemaking Proposal Form has been designed to solicit the most information from the proposer to facilitate the assessment of the proposal and will further aid in the preparation of rulemaking documentation once the proposal is accepted onto the Rulemaking Programme. Please aid this process by submitting as much information as you can, including references to any supporting documents. Please note that failure to complete the form in full is not a justification for rejecting the proposal, although it may delay the proposal's acceptance.
