The given Special Condition is intended to be issued because CS-VLA does not clearly define the water load conditions to be considered for an amphibian aeroplane. Target is to gain same flight safety as aimed for standard VLA aeroplanes. Experience with a wide range of different types of seaplanes and amphibian airplanes have lead to the Special Condition.
