How to make a rulemaking proposal

According to Article 3(3) of the Rulemaking Procedure adopted by Agency’s Management Board any person or organisation may propose the development of a new rule or an amendment thereto. In order to be considered in the development and/or revision of the Rulemaking Programme/s such proposals should be submitted to the Agency not later than 30 September at   using the Rulemaking Proposal Form. The Rulemaking Proposal Form has been designed to solicit the most information from the proposer to facilitate the assessment of the proposal and will further aid in the preparation of rulemaking documentation once the proposal is accepted onto the Rulemaking Programme. Please aid this process by submitting as much information as you can, including references to any supporting documents. Please note that failure to complete the form in full is not a justification for rejecting the proposal, although it may delay the proposal's acceptance.

Summary of rulemaking proposals

The following report contains general statistics on proposals received by the Agency using the Rulemaking Proposal Form. This executive summary is published for the first time and covers all the proposals up to 30 September 2007. A new report will be published on a yearly basis covering the next programming cycle.
