Comment Response Documents document the feedback received during the Consultation phase (or Notice of Proposed Amendment phase) of the Rulemaking Procedure. They provide explanatory notes on the Consultation phase, and provide the Agency's response to this feedback. They are published here for a given Comments and Review period (phase 5) which ends on the Closing Date of Publication. After this phase, the Rulemaking Procedure enters the Adoption and Publication phase, after which non-active CRDs and accompanying comments are published within the Rulemaking Archive.

The Agency has developed a Comment Response Tool (CRT) that is used to automate the consultation process for Notices of Proposed Amendments (NPA) and Comment-Response Documents (CRD). The CRT allows users to review NPAs and place their comments, and to view the CRDs and add their reactions before the publication of the final Decision or Opinion.

Reactions to CRDs must be submitted using the CRT. In case the use of CRT is prevented by technical problems these should be reported to the webmaster and comments sent by email instead. To access the CRT go to http://hub.easa.europa.eu/crt/

COMMENT RESPONSE DOCUMENTS REQUIRING AN EXTENDED PERIOD FOR PUBLICATION.

As stated in article 7.4 of the EASA Management Board Decision concerning the procedure to be applied by the Agency for the issuing of opinions, certification specifications and guidance material, referred to as the “Rulemaking Procedure”, the Agency is required to publish an amended timetable for those specific tasks where a Comment Response Document (CRD) cannot be published in the web site within three months after the original expiry date set for commenting on the NPA. Equally an amended timetable must be indicated for the publication of the CRD. The following list contains such tasks:

REVIEW GROUPS

According provision III.a of the “Procedure for the determination of the membership of rulemaking groups”, a review group is a drafting group augmented of two members. One shall be a person involved in standardisation inspections in the domain affected by the task of the group. The other person shall be chosen to ensure that dissenting views, as they appear in the consultation, are duly represented in the review of comments and the drafting of the final proposal of the group.
This section contains the final composition of the review groups after the opinion of the Safety Standards Consultative Committee and the Advisory Group of National Authorities.
